The proposed Whole Foods Market-anchored Sauer Center development on West Broad Street near the Fan District received conditional approval from the Richmond Planning and Development Review office.The development, at 2022 and 2024 W. Broad St., is on a site that now includes a former Pleasants Hardware building and is adjacent to the C.F. Sauer Co. headquarters on West Broad Street at Hermitage Road.
